Have your say: Milton Keynes East Development Framework

Milton Keynes East (MKE) has been allocated for a residential-led strategic urban extension in Plan:MK. The allocation covers approximately 440 hectares of land encompassed by the M1 to the west, the A422/A509 to the north, and Moulsoe and the wider rural area to the east. 

The allocation within Plan:MK, under Policy SD12, is for around 5,000 homes and 105 hectares of employment land along with a range of social, transport and green infrastructure provision.

Public consultation Aug-Oct 2019

Milton Keynes Council is consulting on a Draft Milton Keynes East Development Framework Supplementary Planning Document (SPD).

The SPD will support policies in Plan:MK and will be considered a material consideration in the determination of planning applications submitted to the Council.

The consultation runs from 7 August 2019 closing on 16 October 2019 at 5pm.

After the end of the consultation period, any comments received will be considered by the Council and the SPD will be amended accordingly. A report will then be prepared to reflect the comments received throughout the consultation. A decision will then be made as to whether or not to take the SPD forward for adoption, taking into account any outcome of the Council’s Housing Infrastructure Fund bid associated with Milton Keynes East (see below). If the SPD is taken forward for adoption, the final version would be approved by Cabinet.

The preferred method for submitting comments is via a Consultation Response Form which can be downloaded below or a hard copy is available in all public libraries within the Borough and at Civic. Please return your completed form to us via: development.plans@milton-keynes.gov.uk

Community Action: MK hosted a workshop on 9th May 2017, between 4pm-6pm at Works for Us.


A number of key discussion points arose from the day. These have been summarised below:

  • Attendees expressed a concern that housing targets would be difficult to achieve in the future given evidence of previous years. Developments have slowed down in some areas.
  • Insufficient detail worked up in the Plan regarding the number of houses for single people (young and old)
  • There needs to be a clear definition of what ‘affordable housing’ means. It is questionable if developers are meeting the 30% target.
  • Houses are becoming difficult to buy as investors buy houses to let.
  • There does not appear to be a balance between the number of proposed houses being built and job creation.
  • The centre of Milton Keynes suffers from a lack of community space/community centre.
  • MK Futures 2050 talks about a University, this would create a lot of pressure on housing as students would need accommodation.
  • Public transport concerns need to be addressed.
  • Staffing and resourcing concerns over schools, hospitals, etc need to be addressed as the city grows.

The recently published draft Plan: MK Consultation document, March 2017, contains ideas of how Milton Keynes might grow in the future and the plans to build 26,500 additional homes that are required by 2031.

The document is now out to consultation.

On Thursday, 27th April 2017 from 7.00pm at MK Gallery, CMK, there will be talks held to consider the implications of the proposal and discuss the key features.

Guest Chair at the event will be Clive Faine, MD Abbeygate Developments, Chair PDIIDG Subgroup SEMLEP.

The event will host a presentation by Anna Rose, Service Director, Growth, Economy & Culture at Milton Keynes Council and response by David Lock, CBE, MRTPI, Strategic Planning Adviser, David Lock Associates, Vice-President of the TCPA.

The main discussion point for this meeting will be Plan:MK – the city plan for the future of Milton Keynes that is now out for public consultation.

At this months meeting we’re going to formulate our response to it based on two key aspects: Housing and the Sustainability.

According to MK People’s Assembly – the draft of Plan:MK aims to deliver new housing for the city’s growing population. This is something that is needed. Currently, though, houses available to buy on the private market are out of reach for the majority of people living in MK.

They are asking if “any new houses built be genuinely affordable for young people growing up in MK today, for example? Or will they be forced to make the choice between living with their parents/carers/friends indefinitely or moving away from their home?”
